I agree Marty that this sort of" art" is worthless non-art. Actually it is meant to be.
The person putting on this display, I suspect, was in fact deadly serious, it was a jeering post-modernist jibe at the way that art in Australian has become a greedy business, all about money rather than art...and they fell for it. The effect I think will be that this " investment " will become a worthless waste and have maybe serious economic repercussions for some dupes, and I think you will find that the perpetrator intends that effect to take place.
The poison of post-modernist philosophy is very influential, we don't notice it until something like this event shows up and we can't figure out how it has taken hold. It's all through the schools and the media.

Wonder if this work of art will appreciate in value as time goes by.
This is where we have come to. It is no longer the work but the thought behind the work that is now considered art, which of course then opens up the possibility that anything at all is a work of art if someone declares it as such.
I once saw a row of empty sardine cans nailed to a board displayed at the Australian National Art Gallery as art and that place contained many more idiotic such "works of art" for the public to gaze upon and marvel at!
It is in my opinion all a matter of a very serious case of "The Emperor's New Clothes" with very few influential people being willing to say so.
Jackson Pollock's Blue Poles is I think one of the greatest examples of this syndrome. The thing was created by a couple of drunks throwing and dripping paint on to a canvas while they walked over and around it but it is now worth an estimated 60 million dollars. I would suggest if the blasted thing was burnt tomorrow anyone could create another in about half a day given enough grog and paint.
Destroy a Rembrandt and it is gone forever! That is the difference!

The way I see it.
The artist has broken a federal law.
point one: if the notes are legal tender, (that is current bank notes,) and the artists has, in any way, used glue, staples or other fixings, he had defaced or damaged the notes. This is a crime.
point two: if the notes are cancelled bank notes, he has broke the law as it is illegal to possess cancelled bank notes.
So why haven't the federal police arrested him/her.
