Ridiculous!! - parallels with some forms of poetry?

I'm sure I posted a reply to this this morning..oh well..

The way I see it.

The artist has broken a federal law.
point one: if the notes are legal tender, (that is current bank notes,) and the artists has, in any way, used glue, staples or other fixings, he had defaced or damaged the notes. This is a crime.
point two: if the notes are cancelled bank notes, he has broke the law as it is illegal to possess cancelled bank notes.

So why haven't the federal police arrested him/her.
