I believe that's a genre of poetry known as The Harangue. Henry Lawson did one called The Faces in The Street.
It'll be a great day if a poem stirs people into action in Australia; hasn't happened yet to my knowledge.

It is what it is, just an angry old rant ... no-one listens to logic, reason or science anymore,
so bugger it I'll just vent my anger and frustration and call them for what they are - FRACKING BASTARDS ...
