Neville - you are right, but that doesn't stop a person going into a bit of a panic when they don't understand the full story.
Yes, he may have been a little more correct in contacting a state rep first, but his letter, although sent to the editor, and as such, published for all members to see - is actually asking the ABPA executive committee if indeed any risk exists for their members. It is just the way he has asked that is the problem, but I don't believe it is a hangable offence!!
He no doubt thought that if there was a risk, it should be bought to everyone's attention ASAP. While his fears in this instance are groundless, what this incident will do is raise awareness to others about the need to ensure their events/clubs are adequately covered by the appropriate insurance.
For those who have grown and worked with the understanding of legal responsibilities, and the increasing need to be ever vigilant it can sometimes be difficult to understand just how frightening it is for the average older layperson when they suddenly have another person put the worse case scenario in front of them. I'm sure that when Bill understands the risk (or lack of), he will no doubt feel just a little sheepish about asking the questions in such a public way, but, like I said, it may well be a timely reminder for others to check their insurance. No harm done really, and maybe some good.
